The GovCMS team has completed testing on GovCMS D8 1.4.0. This release updates the version of Drupal core to 8.8.6 (from 8.8.5), the addition of the Mini-Site (1.3) module, as well as some module updates and bug fixes.

Modules upgraded in this release:
* Config Filter 1.5 (from 1.4)
* Contact_Storage 1.0 (from 1.0-beta9)
* Entity Class Formatter 1.3 (from 1.1.0)
* Crop 2.1
* Simple Oauth 4.5 (from 3.14)
* Simple Sitemap 3.4 (from 3.0)
* Token 1.7 (from 1.5)
* Webform 5.13 (from 5.8)

No outages are expected to sites during this process.
