Monitoring
In reviewing sites after the update to Drupal 8.7.1 a few sites reported issues with file uploads or downloads.
These were all related to changes included with the core update: * Media items unavailable for download were caused by a newly implemented checkbox to enable the legacy routes not being checked (https://www.drupal.org/node/3018742). * Media upload issues were caused by a configuration change in the experimental core "Media Library" module. All sites should exercise caution when considering the use of Experimental Modules (https://www.drupal.org/node/3024762). * In addition, one site had an issue with the introduction of taxonomy term revisioning (https://www.drupal.org/node/2897789)
We are working with site owners to remediate any of the outstanding issues, and will continue to monitor the support tickets and attempt to proactively identify any further issues.

Identified
We have identified that a small number of Drupal 8 sites, after updating the version of Drupal core to 8.7.1, have required additional database update steps to fix an issue because new features and functionality were conflicting with existing configurations. We're redeploying the update to the affected sites and this is fixing the issue.

Investigating
We are currently investigating various instances where customers are unable to upload or download files on GovCMS D8 sites. We have identified a workaround and are currently testing it.
